In its 2023-2028 Climate Investment Plan, PCEF committed to conducting this urban regenerative
agriculture baseline assessment to gain a better understanding of the urban agricultural ecosystem
and potential within the City of Portland. This report describes both the process and the findings of
this collaborative research, planning, and community engagement effort. To conduct the baseline
assessment, PCEF hired a team from Portland State University to comprehensively examine existing
articles, reports, and publications related to urban regenerative agriculture in Portland; gather
insights through community engagement; and perform spatial analysis to analyze and inform PCEF
investment opportunities.

The goals of this baseline assessment were to:
1. better understand the urban agricultural ecosystem and potential within Portland,
2. help define PCEF’s role in the urban agricultural ecosystem, and
3. inform PCEF investments and programs for urban regenerative agriculture in Portland.
